Please - anybody can advise how to activate iconv ?

It seems iconv is in glibc - but the iconv command does not work (iconv not found).

I am trying to show Nova ipg in Greek without success. Python statement (for example) data.encode("utf-8") converts data to utf-8 but seems not to pure utf-8 (symbols not readable). I want to try iconv if possible.
