What is the difference between gst-plugins-bad-rtmp and gst-plugins-bad-rtmp-dev?

For bad rtmps you should install them both?

Mine are http links which work on computer. However not sure about the DVB/Ts data that you can edit with dreambox edit:

When I send the channel list to my box, after the reload commands, I have these error messages:
Reload of satellites.xml failed, mode 3 not supported by your box
Reload of blacklist failed, mode 4 not supported by your box.

I have the latest version of Dreambox edit. I have entered urls and can see the list of iptv stations but do not open. I have a DM 8000HD. I know the urls should be changed from :// to %3a but the software in dreambox edit is not allowing this editing. Any help appreciated.
